ROOT CAUSE

The implementation substitutes bucket[name] = name for bucket[name] = target, so entry names replace import targets.

VERIFIED REPAIR

Preserve the complete declared target string.

Unsuccessful approach: The attempted repair substitutes bucket[name] = group. Fixture 2 still yields {'cli': {'run': 'cli'}} instead of {'cli': {'run': 'a:main'}}.

Case contract

Build a group-to-name-to-target mapping, skip disabled declarations, reject conflicting duplicate names within a group, allow duplicates with the same target, and allow identical names across groups.
