ROOT CAUSE

The implementation substitutes name in bucket for name in bucket and bucket[name] != target, so identical duplicate entry points are rejected.

VERIFIED REPAIR

Allow same-name same-target duplicate declarations.

Unsuccessful approach: The attempted repair substitutes name in bucket or target in bucket.values(). Fixture 5 still yields 'conflict' instead of {'cli': {'run': 'a:main'}}.

Case contract

Build a group-to-name-to-target mapping, skip disabled declarations, reject conflicting duplicate names within a group, allow duplicates with the same target, and allow identical names across groups.

This reproducer isolates one failure mechanism. Results cover the supplied fixtures. Variants within a family share a test contract and should remain grouped when constructing evaluation splits. Related mechanisms with a shared evaluation_group must also remain together; these controlled models are not independent production incidents.
