ROOT CAUSE

The implementation substitutes False for config[canonical] != config[alias], so conflicting aliases do not emit diagnostics.

VERIFIED REPAIR

Report differing simultaneous alias and canonical values.

Unsuccessful approach: The attempted repair substitutes config[canonical] == config[alias]. Fixture 3 still yields ({'new': 2}, []) instead of ({'new': 2}, ['new']).

Case contract

Copy canonical values; map alias values only when canonical is absent, remove alias keys, preserve unrelated options, and report conflicts where alias and canonical differ.

An offline model of deprecated option alias migration, suitable for testing build and release tooling without external services.

This reproducer isolates one failure mechanism. Results cover the supplied fixtures. Variants within a family share a test contract and should remain grouped when constructing evaluation splits. Related mechanisms with a shared evaluation_group must also remain together; these controlled models are not independent production incidents.
