A motion filed on the 28th day is treated as untimely and does not toll.

The 28-day motion window is treated as exclusive.
VERIFIED REPAIR
At the motion timeliness decision use `(f - e).days <= 28`, leaving the other decision sites of the model unchanged.
Unsuccessful approach: The partial repair `(f - e).days <= 30` borrows the 30-day appeal period as the motion window.
Case contract
Stipulated: the period is 30 days after entry of judgment, or 60 days if any party is the united-states, an agency or an officer. A motion filed within 28 days after entry (inclusive) tolls the period, which then runs from the latest disposition of such motions; if any tolling motion is undisposed the result is "pending". Untimely motions have no effect. A deadline on a Saturday, Sunday or listed holiday moves to the next open day.

Stipulated toy deadline rules evaluated offline on explicit fixtures. The contract is inspired by common court-rule structures but is not legal advice and makes no claim to reproduce any jurisdiction's rules. This reproducer isolates one failure mechanism. Results cover the supplied fixtures. Variants within a family share a test contract and should remain grouped when constructing evaluation splits. Related mechanisms with a shared evaluation_group must also remain together; these controlled models are not independent production incidents.
