hours are [liquid_mm, temp_c]. Snow-to-liquid ratio: T>1 rain (0), 0<T<=1: 5, -5<T<=0: 10, -12<T<=-5: 15, T<=-12: 20. New snow cm = liquid*ratio/10. Each hour the existing depth settles by 2% before the new snow is added; rain (ratio 0, liquid > 0) melts 0.5 cm per mm, floored at 0. Return [total new snowfall rounded 0.1, final depth rounded 0.1].
