Case contract

daily entries are [tmax_F, tmin_F] with None for missing. A day with a missing value reuses the previous valid daily mean; missing days before any valid day are skipped. Round the daily mean half up to a whole degree, then HDD += 65 - m if m < 65, CDD += m - 65 if m > 65. Return [HDD, CDD].
