Wind chill is several degrees too cold for every windy reading.
Case contract
Input temperature in degF and wind in km/h. Convert wind to mph (divide by 1.609344). If T > 50 degF or wind below 3 mph, return T rounded to 0.1. Otherwise return 35.74 + 0.6215T - 35.75V^0.16 + 0.4275T*V^0.16 rounded to 0.1.
