Case contract

Input {'nuc':[component amounts],'roe','currency'}. Sum components exactly, truncate the NUC total to 2 decimals, multiply by ROE, and round UP to the currency unit (USD/EUR/GBP 1, JPY 100, KWD 0.1) in exact decimal arithmetic; other currencies -> 'ERR_CURRENCY'. Return [NUC string, local string].
