Support cap is 60% of disposable (50% if supporting another family), +5 points when arrears exceed 12 weeks, floored to cents. Creditor cap is min(25% of disposable, disposable - 30*min_wage floored at 0) less support already taken, floored at 0. Return [disposable, support, creditor].
