Wage garnishment limits with support priority: arrears threshold · case 01
An obligor exactly 12 weeks in arrears receives the 5-point increase early.
ROOT CAUSE
The arrears test is inclusive at 12 weeks instead of requiring more than 12 weeks.
VERIFIED REPAIR
Restore the contract rule at the arrears threshold step: use `if x['arrears_weeks'] > 12:`.
Unsuccessful approach: The attempt converts the threshold to days while arrears are counted in weeks, so the increase almost never applies.

Input weekly {gross, taxes, voluntary, support_ordered, supports_other_family, arrears_weeks, creditor_ordered, min_wage}. Disposable = max(0, gross - taxes); voluntary deductions are not subtracted. Support cap is 60% of disposable (50% if supporting another family), +5 points when arrears exceed 12 weeks, floored to cents. Verification & scope
A deterministic teaching model of a stipulated payroll rule with toy thresholds and rates. It makes no claim of conformance to any tax authority, statute or jurisdiction and is not payroll software. This reproducer isolates one failure mechanism. Results cover the supplied fixtures. Variants within a family share a test contract and should remain grouped when constructing evaluation splits. Related mechanisms with a shared evaluation_group must also remain together; these controlled models are not independent production incidents.
