The oldest-first release contract is reversed by a stack-style cleanup loop.

VERIFIED REPAIR

Restore the documented eviction order invariant in ring-shrink.

Unsuccessful approach: The partial repair still applies the incorrect transition to an admitted boundary or multi-element case.
