ROOT CAUSE

The pane id namespace decision uses x['panes'] instead of [x['namespace']+':'+p for p in x['panes']].

VERIFIED REPAIR

Use the stipulated workspace rule: [x['namespace']+':'+p for p in x['panes']].

Unsuccessful approach: The partial repair [x['namespace'] for p in x['panes']] still violates a workspace boundary or normal case.

Case contract

Importing a saved workspace namespaces pane IDs and rewrites tab ownership, selected-pane references and split edges consistently; tab/document IDs remain stable.
