ROOT CAUSE

The close eligibility decision uses x['requested'] instead of [t for t in x['requested'] if t not in x['dirty'] and t not in x['pins']].

VERIFIED REPAIR

Use the stipulated workspace rule: [t for t in x['requested'] if t not in x['dirty'] and t not in x['pins']].
