Notification target opening feedback: navigation-failed from navigating · case 01
The navigation-failed event leaves a notification in opened instead of navigation-error.
ROOT CAUSE
A failed route transition still marks the notification opened.
VERIFIED REPAIR
Commit the navigating / navigation-failed transition to navigation-error; preserve the other explicitly stipulated transitions.
Unsuccessful approach: Calling a live target unavailable hides a retryable navigation failure.
