VERIFIED REPAIR
Apply `['empty'] if p['completed'] and not p['rows'] else p['rows']` at empty-success.
Unsuccessful approach: The attempted repair `['loading'] if not p['rows'] else p['rows']` still violates the empty-success oracle.
