A remembered scissor rectangle still clips rendering after scissor testing is disabled.
VERIFIED REPAIR
Use the stage contract: Resolve effective scissor bounds: enabled uses the supplied rectangle, disabled uses the complete nonnegative-sized render target.
Unsuccessful approach: Always using the full target ignores enabled scissor state.
