The implementation substitutes True for (not state['approval_required'] or state['approved']), so mandatory deployment approval is ignored.
Unsuccessful approach: The attempted repair substitutes state['approved']. Fixture 1 still yields False instead of True.
Case contract
Promote only if desired revision matches tested revision, all required checks pass, minimum healthy replicas is reached, approval is present when required, and no freeze is active.
