The admission path omits the active capacity invariant while validating the other operation preconditions.
THE FAILURE
The admission path omits the active capacity invariant while validating the other operation preconditions.
Unsuccessful approach: Adding the active capacity check repairs the reported defect, but replacing the adjacent queue capacity check loses that independent invariant.
